Message from the President

The Japan Legal Support Center (the JLSC), commonly known as Houterasu, was established by the government on April 10, 2006 with the aim of realizing a society in which all people can receive the information and services necessary to resolve disputes through the law, and we celebrated our 15th anniversary this past April 10th. During this period, we have been working to build a bridge between the public and the judiciary by providing, as our main pillars of operations, information, civil legal aid, services related to court-appointed defense counsel, measures for areas with limited legal services, and support to crime victims. I would like to express my deepest gratitude for the support and cooperation of many people.

As society undergoes major changes and the problems faced by the public become more diverse, the role of Houterasu is becoming more significant with each passing year. In particular, the needs for access to justice are increasing and diversifying due to the development of a super-aged society, growing poverty and disparity issues, frequent occurrence of large-scale disasters, and increase in the number of foreign residents, etc. We are striving to enhance our support to meet the situations of various people, including the elderly, people with disabilities, disaster victims, and foreign residents. We also promote "legal social work," in which we try to provide comprehensive solutions to the problems of people who have difficulty accessing the judiciary on their own, through cooperation with local governments, welfare organizations, and other related parties.

And now, due to the effects of the raging new coronavirus infection, the people of Japan are facing a variety of difficulties and serious problems, and we are required to accurately respond to the legal support needs to solve these problems. Since May of last year, Houterasu has been offering legal consultations by telephone and videophone in addition to in-person consultations. And, in addition to the Houterasu Support Dial and responses to inquiries to district offices, we are also working to enhance the provision of information by setting up special pages on our website. We would like to continue our efforts so that more people will be able to use the services they need and solve their problems. 

We will continue to strive to make Houterasu a familiar and dependable resource for everyone. We look forward to your continued understanding, support, and use of our services.
